At Second Congress
At our previous conference—which was also the first conference of our movement—we marked the third anniversary of the founding of “Hosank.” At that event, I presented the general ideological and spiritual foundation of our movement, emphasizing how important it is for every national political movement to have such a solid pillar, if it aims not only to overcome all kinds of challenges on the road to power, but also to fundamentally revolutionize our country.
I am confident that for our conscious compatriots, all of this was clear and acceptable. However, I also know that many still have uncertainty: What concrete steps are we planning to take as we continue developing our political movement and one day rise to power? This is a completely logical and fair question.
That is precisely why we have organized this conference today and invited you here—to present the political program of our young and newly established movement. We want to show everyone that our movement not only has lofty ideas and high goals, but also a realistic, pragmatic plan with clear steps through which we intend to fulfill our historic mission.
First, I would like to say that I dedicate this program to the immortal memory of the brave and martyred Armenian heroes who fell in the treacherous 44-day war. Their blood was not spilled in vain, because—as history shows—the lashes that strike the back of a defeated people become the heralds of a new ascent.
The Tseghakron political movement “Hosank” has taken personal responsibility to neutralize the main threats facing the independence of Armenia and, indeed, the Armenian nation itself. These key threats are: alarming external security issues, poverty, unemployment, emigration, low birth rates, as well as the alienation, degradation, and fragmentation of the Armenian nation. Of course, in reality, all of these issues are interconnected, and it is impossible to solve one without addressing the others. That is why they must be resolved together and in parallel.
However, before rolling up our sleeves and tackling these problems, we must first establish a national state—a state where the country’s resources, its administrative and political-economic systems, its laws, and all its levers of power are used for the development of the nation, the security and prosperity of the Fatherland—thus strengthening our state’s sovereignty and independence.
For this reason, “Hosank,” as an Armenia-centered and pro-Armenian political organization—and the only Tseghakron political movement in Armenia—reserves the right to one day come to power and get to work, to raise the Armenian nation to its feet and strengthen our state in every possible way.
Below are the specific steps we will initiate to solve the aforementioned major issues and overcome the primary challenges threatening our country.
1. We will build a true national state based on Tseghakron ideology, where devoted and capable Armenian national figures will be appointed to appropriate positions and will carry out their duties selflessly, hired based on their abilities. In this national state, independence must be not only a supreme value but also a sacred one, and its defense—the highest meaning of life.
2. We see the only solution to the Artsakh issue as the full unification of Artsakh with Armenia, and our supreme goal is to forge an independent, united, and powerful Armenia by uniting the Armenian nation. This Armenia will, in the future, encompass not only all of Artsakh but also the other territories of the Armenian Highland with all its historical provinces.
3. The national state which we will build will undoubtedly be Armenia-centered and pro-Armenian, where there must be Armenians who serve exclusively the interests of Armenia’s independent statehood. For that reason, a lustration process will be carried out immediately, during which individuals who serve foreign countries, hostile international organizations, movements, and agendas will be identified and immediately dismissed from their positions—and in more serious cases, prosecuted. This also means that we will shut down sects, secret organizations, lodges, and other anti-national structures that continue to mislead, demoralize, disappoint, and divide our people. All of this is absolutely necessary in order to have a truly independent Armenian political arena and society.
4. The governing system of the national state will be a principality, incorporating the principles of national constitutional monarchy and meritocracy, with one supreme leader and commander. The leader can only be an ethnic Armenian and must not hold dual citizenship. The phenomenon of countless political parties will come to an end. The leader will be elected by a segment of the population granted the right to vote. To obtain this privilege, they must pass special physical and intellectual exams. Members of parliament will be experts from various fields who will contribute ideas and opinions based on their experience to solve key issues. Such a system is necessary because democracy in reality is mob rule, which eventually transforms into democratic dictatorship, and in the long term, can never serve the interests of the nation. Our country must be governed not by irresponsible, traitorous, power-hungry opportunists but by noble patriots with real leadership character, who have earned the right to lead through their life’s work and struggle.
5. We will annul the infamous and anti-Armenian November 9 agreement, which is, in essence, an agreement against Armenia’s independence that was treacherously imposed on our nation at the end of the 44-day war by the Russo-Turkish-Zionist alliance. This agreement provides a legal basis for our external enemies to continue their aggressive military operations against the Armenian statehood.
6. We will declare ourselves the legal successor of the First Republic of Armenia and use all historical and legally binding documents and maps that favor our nation, while fully understanding that these documents have value only if backed by actual power. Legal arguments and paperwork are important, but without real military strength behind them, they are meaningless. This is the only way to transition from being an object to a subject in diplomacy. Therefore, we must rely first and foremost on ourselves and once again transform the Armenian nation into a geopolitical-military force, capable of countering the enemy’s strength with even greater strength and answering attacks with even more powerful counterattacks.
7. International recognition of the Armenian Genocide will be one of the top goals of our foreign diplomacy.
8. We will sever alliances with any countries or unions whose interests in no way align with those of Armenia. Simultaneously, we will seek allies whose national and state interests significantly align with ours. Natural allies may include European nations and Iran, given our shared genetic heritage. We may also become military allies with other major powers without genetic ties, but only if there is a convergence of interests. Once we have new allies, our goal will be to not only develop close military-political relations but also conduct regular joint military exercises.
9. The strategy of Armenia’s armed forces must be completely restructured to build a truly Armenian army aligned with our psychology, geography, and essence—not merely a copy of another country’s military model. This also means the Armenian Army must become one of active defense and offense, since the best form of defense is offense, and this is the only way to achieve new victories. Special attention will be given to propaganda, as information warfare is one of the most crucial elements of war. Our military academies will thoroughly study how we won the Artsakh Liberation War and how we lost the 44-day treacherous war to draw the right lessons. Without a strong and battle-ready Armenian army capable of victories, it will be impossible to safeguard and strengthen our sovereignty and independence, since only a powerful army is the only true guarantor of our security and, in turn, our independence. This is how we will withstand the Russo-Turkish-Zionist axis and prevent them from asserting dominance over our Fatherland. Our goal is to make Armenia the most militarized country in the world.
10. After restructuring our army’s strategy and creating a truly Armenian military, we will then consider acquiring weapons suited to that strategy—otherwise, those weapons will be of little value. Alongside buying arms from allied countries, we must develop our own military industry, so that we gradually produce all or most of the weapons we need. As difficult and complex as this may seem right now, we must start with small steps, as this is one of the best ways to ensure our security depends only on us.
11. We will modernize the army, renovate and fortify the positions, but at the same time we will make military service stricter. Military drills and training will be intensified so that we not only have a modern army, but also warriors ready to overcome all kinds of hardships—soldiers who will have gone through numerous difficult tactical exercises. Those who, due to health issues, are unable to serve equally with others will serve in alternative ways. A 6-month mandatory military service for girls will be added, though in lighter and more favorable conditions than for boys, with an emphasis on medical assistance—so that, in extreme cases, women too can become instruments in the defense of the Fatherland. Former servicemen will be called up twice a year for retraining to refresh their skills. The more we sweat in times of peace, the less blood we will shed in times of war. We must build an army so strong that instead of begging for peace, we can impose peace on our enemies by dictating our will.
12. In addition to preserving mandatory military service as a necessity, there will be pre-conscription summer and winter camps for youth aged 12–18, where the focus will be on mastering weapons, nature hikes, martial arts, and team sports. Children must be raised from a young age with a military mindset so that everyone is prepared to defend the Fatherland regardless of their future profession. In schools, children will not only receive basic knowledge but also learn skills needed in daily life. They will also learn the art of survival, and martial arts and weightlifting instruction will be required in schools. Our goal is to raise a generation of “Haykazuns” who are tough as leather and hard as steel, because a healthy mind and soul can only exist within a healthy body.
13. All healthy citizens with no criminal background will have the right to bear arms. Free rifles, as well as housing, will be provided to all our compatriots living in border villages, since our Fatherland begins at the border. Shooting ranges will exist in all cities and villages, with very affordable prices. All of this is necessary to become a true nation-army.
14. In the national state we are building, only ethnic Armenians or, in exceptional cases, representatives of nations similar to the Armenian people, may be citizens of Armenia. And only citizens of Armenia will be allowed to purchase real estate in the country. Our compatriots living in the diaspora must live in their Fatherland for at least five years in order to obtain Armenian citizenship.
15. We will tighten control over non-Armenian citizens immigrating to Armenia for permanent residence, significantly increasing entry restrictions. This is necessary because, as we see in America and Europe, open-border policies are clearly destructive for a nation—especially for a small nation like ours. Good and strong borders create peaceful neighbors.
16. We will not need immigrant labor if we halt emigration, develop the country, and increase birthrates, thus having an exclusively Armenian labor force. In that case, we will never be dependent on foreign nations or immigrants for labor. We will build and flourish our country with our own minds and hands.
17. We will ensure the growth of the Armenian population by significantly increasing the birthrate—offering various generous benefits to newlywed healthy Armenian couples and encouraging other programs that promote early marriages and having many children, so that traditional Armenian families multiply. While developing the economy in parallel, we will create a social system where mothers will not need to work, and those who do wish to work after having children will receive advantages and benefits compared to those who are not yet parents. Alongside this, artificial abortions will be prohibited for healthy couples. Special events will be organized to create a favorable environment where single youth will have opportunities to meet, interact, and build healthy relationships. Newlywed Armenian couples will be provided with zero-interest home loans, which will decrease in amount with each child they have. The national state must create all necessary conditions so that newly formed Armenian families are protected—both socially and psychologically. The Armenian woman must be able to raise at least 3–4 children without fear or concern, knowing the state is by her side. The future of our nation begins in our mothers’ wombs—it is there that the continuity of our existence is determined.
18. In the Tseghakron state which we will build, the political-economic system will be based on a productive enterprise model with nationalist and socialist principles. This is a system where the main emphasis is on the production of real goods and the provision of services—especially in key sectors such as infrastructure, industry, agriculture, and energy. In this system, there is often state participation or guidance, and the goal is to serve national interests, not just to gain profit—as we see in capitalism, which leads society to peak greed and consumerism. Productive enterprise values national output and usefulness—using centralized planning, targeted investments, and organized labor to properly direct resources. Thus, while the capitalist free market mistakenly believes that profit alone brings prosperity, productive enterprise sees its purpose in national strength, self-sufficiency, and collective well-being—through production and labor, without exploiting workers' rights. We must be able to merge the ideas of private ownership and business based on free-market principles with the positive aspects of planned socialist economics—synthesizing them into a single economic system. A proper balance between these two systems will eliminate the extreme inequality in wealth distribution and solve the problem of extreme poverty. Productive enterprise can be viewed as a practical hybrid of capitalism and socialism—taking the strong and positive elements of both systems while avoiding their extremes. From capitalism, it adopts private property incentives, competition, efficient production, and technological innovation driven by industrial goals. From socialism, it adopts national planning and coordination of major sectors, as well as emphasis on labor values—where work is seen not only as a necessity but as dignified and vital activity. State participation becomes a guiding force for investments, aimed at serving public interest, not just private profit. This system will create an atmosphere of innovation that encourages entrepreneurship and productivity across all fields. In such a system, giant capitalist criminal-oligarchs and foreign corporations will no longer be able to abuse our country’s resources however and whenever they want for their own pockets. This means that those criminal-oligarchs who have illegally enriched themselves at the expense of the country's wellbeing will be dispossessed, and their monopolies eliminated. At the same time, foreign companies will no longer be allowed to plunder our underground resources, because our subsoil and all national resources will be nationalized. All of this will stimulate the growth of small and large businesses and greatly value hardworking Armenians who have earned their money through their own sweat. In the national state of the future, where the principles of productive enterprise will operate, there will be harmony between workers and classes across all sectors.
19. In the Tseghakron political-economic system, instead of equal results for everyone who wants and is able to work, there will be equal opportunities to develop—through which the hardworking will advance and prosper, while the lazy and unproductive will suffer. In this system, jobs will be given to the most capable and skilled people, and never based on the crony mindset of “friend, relative, acquaintance.” The highest value will not belong to those who simply have more money, but to those who—with their honestly earned income and talent—have contributed the most to society, because capital must serve the nation, not the other way around. All of this will naturally lead to increased salaries and pensions. The main goal of our political-economic system will be the improvement of living conditions and the creation of social justice.
20. We will revive the economy by founding an entirely new banking system—creating the Armenian National State Bank, which will reject high-interest loans from foreign financial institutions that continue to drown our state and citizens in debt. In exchange for those loans, we are forced to sell our country’s real resources, which is simply unacceptable. Only the Armenian National State Bank will have the exclusive right to create money intended for circulation, and the money in circulation will match the Armenian nation's productive capacity and labor efforts. The parameters included in this calculation will be completely transparent to the people. Our monetary-credit system will operate on entirely different principles, where our national currency or paper money will derive its value not from gold or other precious metals—as in countries using the "gold standard"—but from labor, thereby effectively applying the concept of the "work standard," which is the best path to a fair and flourishing economy. We will create an economy where foreign investors will want to invest in our country by their own will—not by our request.
21. Recognizing that the current global financial system is based on artificial and fraudulent values and is inevitably approaching systemic collapse, we are obliged to prepare in advance for these developments—with new economic legislation that will radically reshape Armenia’s economic system. A new, modern, and sovereign economic model will be formed that will maximally liberate the national economy from external dependence and correspond to the current geopolitical reality and demands. The new laws will create a strong regulatory body to prevent corruption, major financial abuses, and the formation of monopolies in the market. At the core of our economic development will be the entrepreneurial Armenian worker, who will be given the opportunity to build new highways, industrial facilities, residential buildings, and infrastructure—never compromising on quality. Every healthy and capable citizen will have the opportunity to work, and work will be not only a means of dignified livelihood but a form of national dedication. The Armenian worker and farmer will receive full social protection and state support to perform their patriotic work in decent conditions. At the heart of our economic philosophy will be the principle of “joy through work,” by which the Armenian nation will approach labor anew—seeing it as a path to creativity and national empowerment.
22. We will develop agriculture by granting major state benefits to farmers who want to cultivate land and build greenhouses—for example, through tax subsidies. We must aim to secure our food independence as much as possible so that we are not dependent on other countries for food, since by being self-sufficient in this matter, we will strengthen our sovereignty. This, of course, means that our nation needs more land—especially when we consider that birthrates and repatriation will increase. We must strive to expand our borders by liberating our lost lands, because with the current borders of Armenia, not only will it be very difficult to maintain sovereignty, but we also will not be able to ensure adequate food security.
23. Our industrial development must receive a new quality boost to move beyond the current limited state, where construction is dominated only by hotels, restaurants, and churches. The homeland’s industry must especially focus on machinery manufacturing, technology, mechanical engineering, and processing sectors. The state will prioritize encouraging entrepreneurs to invest in industrial fields by offering them tax incentives, state support programs, and technical resources. Our strategic goal is to maximize the production of import-substituting goods and to develop high-tech and engineering potential to ensure Armenia’s self-sufficiency and economic security. Armenia must cease to be viewed solely as a tourist destination. It must become a country where people live, create, produce, and develop—with a complete industrial system in place.
24. The national state aims to regulate and supervise the media sphere—founding a propaganda system obedient to national values, which will restrain neo-Bolshevik, feminist, LGBT, liberal, “thug” subcultures, and other anti-national influences that contradict our national values and undermine societal unity and national identity. By doing this, we will preserve and protect all the sacred values of our Armenian national culture. Media is merely a weapon, and we are confident that if this weapon ends up in the right hands, instead of corrupting our compatriots, it will raise and educate them to become honorable citizens of Armenia.
25. We will close all types of casinos, nightclubs, and ban the spread of pornography. We will wage a greater fight against drug addiction and other such addictions, and there will be rehabilitation centers for individuals struggling with such dependencies, where many natural healing methods will be applied.
26. In schools, universities, and all other state institutions—as well as in advertisements—we will promote a healthy lifestyle so that everyone learns how to eat right and exercise. A network of state-sponsored gyms will exist throughout the Fatherland, with either free or highly affordable membership. Instead of only prescribing medications, doctors will be required to learn how to heal patients using natural methods. For us, it is more meaningful and important to prevent diseases through a healthy lifestyle than to allow them to develop and become fatal to our compatriots. Alongside this, healthcare will be free for all citizens. Without healthy citizens, we cannot have a healthy nation—because a healthy nation is made up of healthy individuals.
27. Armenian studies and Armenian history will be mandatory subjects in schools so that every Armenian can, to the best of their ability, fight against the falsifications of our history and identity spread by our enemies. A nation that does not know its own history well cannot know itself well and cannot effectively fight to preserve its identity.
28. The Armenian language, being the cornerstone of our culture, will be cleansed of all forms of distortion. The media will be required to use pure Armenian, and businesses—such as stores—must have Armenian names written in Armenian letters. Anyone working in any public setting in Armenia must be proficient in Armenian. We cannot call ourselves patriots if we are not first lovers of our language.
29. We will give new impetus to technical science, which, unfortunately, is in a dying state in Armenia. We will support scientists and engineers by giving them greater benefits, because the development of science is directly tied to the advancement of our security system. Therefore, we must create an entirely new science that will give us an advantage over other countries—especially our enemies. The world is facing a major energy crisis, and for that reason, we must strive to create alternative and more efficient ways of generating energy, so that we are not as dependent on oil and gas. We are determined to once again show the world the genius of the Armenian mind—turning Armenia into the center of science on this planet.
30. Environmental protection will be one of our main priorities, because by harming nature, we are ultimately harming ourselves. Once we put agriculture on the right track, we will be able to greatly reduce deforestation as well as water and air pollution. The exploitation of our mines by various companies will be stopped, and Armenia’s subsoil will belong only to the Armenian state—and in turn, to the citizens of Armenia. A system will be developed where schoolchildren, university students, soldiers from military bases, and even prison inmates will regularly participate in waste cleanup efforts. Recycling factories will be built in every city and village so we can eradicate garbage dumping in our country. Alongside this, animal protection rights will be expanded, and sadistic and cruel treatment of animals will be criminally punishable. Protecting the animal world is necessary for environmental protection because animals are an inseparable part of nature—and it is impossible to protect one without the other. Our goal is to create a cleaner and greener country.
31. University education will be free, and students will be raised with the awareness that receiving a diploma is not only for getting a job, but also to be of service to society.
32. We will ban various raffles and the organizations behind them, which contribute to emigration from Armenia—which, in essence, is the bleeding of our Fatherland. At the same time, we will establish as many connections as possible with our compatriots in the diaspora who want to contribute to the Fatherland with their knowledge and talent—not just with their money. This means that the diaspora will no longer be seen merely as a source of “milking” money, but rather as a vital factor for Armenia’s improvement and development through various means. Nonetheless, we understand that the diaspora is not an eternal phenomenon, as assimilation is inevitable—regardless of how much we try to delay it. That’s why, alongside cooperating with the diaspora, we must also create favorable conditions for their final return. Halting the emigration of our compatriots will only be possible if we also work to bring back those who have already emigrated—since the two are interconnected. An Armenian can envision a dignified future only on their native soil.
33. We will ensure balanced economic development for all cities and villages, so that the population is evenly distributed across our country—because a “Yerevan-centered” system is destructive to Armenia’s overall prosperity and development. Every city and village in Armenia must hold equal value and importance as its neighboring towns and villages.
34. From now on, any construction project must first and foremost have a clear design drawn by professional architects, with the emphasis always placed on quality, beauty, and safety—meeting the highest international standards. This also means that not only must all new buildings include shelters for emergency situations, but bunkers must be built throughout the entire country—just like in Switzerland, for example. All our cities and villages must serve as fortresses for the overall defense of the state.
35. We will create harmony between Christians and Pagans by showing everyone that at the core of true Christianity and Paganism lies the same Aryan noble value system and the same promotion of the Aryan way of life.
36. Armenia, as the cradle of European civilization, under our leadership will create a new alliance structure—one that aims, in the long term, to unite all European nations so we may fight together for our common interests against our common enemies.
And so, these are the points—these are the clear actions—through which we will build a more stable, more prosperous, and more powerful state, so that Armenia can once again assume its vital and historic role on the geopolitical stage. To properly implement these points, it will be necessary to reform or create entirely new ministries. However, many may think that the implementation of many of the above-mentioned points is unrealistic, especially at this moment. Their concern is understandable, but we must realize that the world is changing—and changing drastically—where the current world order will collapse under the weight of its lies and deceptions, opening windows of opportunity for us. The time will come, and we will be forced to make radical changes—and we must be ready at that moment. If our goal is the unification of our nation, then that can only be achieved around such great ideas and aims, because half-hearted goals have always led—and will continue to lead—to failure. We must be farsighted and show courage—not allowing fear to hold us back from pursuing our true dreams.
We believe that the stronger Armenia’s position becomes on this planet, the more the world will be enlightened and the more the pillars of civilization will be strengthened. Therefore, the implementation of this program is not only a pan-national or even a pan-Aryan goal, but a goal for all mankind.
In any case, we must emphasize that we can write the best programs, detailing exactly how we envision such a national state—but if there is no organized and consistent struggle behind those programs, and if there are no determined, unwavering, and unbreakable-willed individuals behind them, those programs will not be worth the paper they are written on. Our will must be stronger than iron, and our faith more unshakable than our mountains, if we want to turn our ideas into reality and lead them to victory.
That is why, in order to form the core of our movement, we are striving to attract dignified, farsighted, conscious, and devoted Armenians who are ready to realize an independent, united, and powerful Armenia at any cost.
With the blessing of Nzhdeh’s spirit, “Hosank” seeks to transform Tseghakronism into a powerful movement and attain power, in order to build a Tseghakron state based on Aryan ideals — the only path to a flourishing economy, a prosperous society, and a victorious army. We are confident in our victory, because there is no force more powerful in this world than an idea whose time has come. “Hosank” has a destiny, and nothing can stop us.
Long live our movement, which will unite our nation, awaken our homeland, and develop our independent statehood!
